This is the base of the Loran tower. The four round things at the sides make up two transformers for the lights. They are made like that to isolate lightning. The two balls on sticks are there for lightning to jump across so it won't mess up the transformers. The entire weight of the tower rests on the black ceramic cone at the bottom.
