Vaughnette was born in August 1953 in Washington, DC. Vaughnette's father was William (Billy) Benton Rice and her mother is Lauvita Marie Shire. Her maternal grandparents were Paul Hobart Shire and Elizabeth Marie Webster. She has two brothers and a sister, named Gregory, Matthew and Lorna.
