Franklin was born on February 5th, 1919 in Annapolis, Anne Arundel County, Maryland. Franklin's father was Franklin Van Valkenburgh and his mother was Marguerite Horne. His paternal grandparents were Frank Pratt Van Valkenburgh and Jane Irvin Swoope; his maternal grandparents were Edward Cooper Horne and Ann Carleen McCowen. He had two sisters named Jane and Elizabeth. He was the youngest of the three children. He died at the age of 77 on February 1st, 1997 in San Diego County, California.
