Charles was born on May 17th, 1923 in Highland County, Ohio. Charles' father was Edgar Franklin Wilkin and his mother was Ethalyn Teboe. His paternal grandparents were George Robert Wilkin and Hattie E Williams. He had three sisters named Marianna, Harriet and Joan. He was the second oldest of the four children.
