Rawleigh was born in 1704 in Farnam, Richmond County, Virginia.  Rawleigh's father was John Tillery and his mother was Margaret.  His paternal grandparents were Henry Tillery and Mary Wascale. He had three brothers and three sisters, named Samuel, Tillery, George, Elizabeth, Maryanne and Joannah.  He was the second oldest of the seven children.
