Franklin, known as Frank, was born on December 22nd, 1958.  Frank's father is Franklin Eugene Webster and his mother is Barbara Mae Reed.  His paternal grandparents were Wendell Eugene Webster and Ola Marcelle Healen. He had two brothers and a sister, named Gary, Larry and Tonja.  He is the oldest of the four children.

Frank and Debra were married on March 18th, 1978.  They have two daughters named Tara and Lisa.
