Charles was born about January 1860 in Ohio.  Charles' father was Henry Seibert and his mother was Rosannah Ambrose.  His maternal grandparents were Jacob Ambrose and Elizabeth. He had six brothers and a sister, named Philander, Jacob, George, Malcomb, Samuel, Newton and Mary.  He was the second youngest of the eight children.
