Thomas was born in 1846 in Highland County, Ohio.  Thomas' father was William Pulse Webster and his mother was Rebecca Leah Teboe.  His paternal grandparents were Thomas Fendel Webster and Elizabeth Pulse; his maternal grandparents were Conrad Teboe and Rebecca. He had three brothers and six sisters, named Abner, William, James, Sarah, Eliza, Elizabeth, Lydia, Rebecca and Matilda.  He was the third oldest of the ten children.  He died at the age of 53 on October 4th, 1899 in Highland County, Ohio.  He was buried in Stroup Cemetery, Lynchburg, Ohio.

Thomas and Elizabeth were married.  They had five sons and two daughters, named Franklin, John, Everett, Benjamin, Charles, Emma and Josephine.
