Phebe was born in 1812 in Highland County, Ohio.  Phebe's father was Joseph Creek and her mother was Susannah Gibler. She had five brothers and five sisters, named Joseph, Levi, West, David, William, Catherine, Lydia, Julia Ann, Helen and Susannah.  She was the fourth oldest of the eleven children.
