Jacob was born on April 14th, 1793 in Frederick County, Virginia.1   Jacob's father was George W. Rizer and his mother was Margaret "Peggy" Ambrose.  His maternal grandfather was William Henry Ambrose and his maternal grandmother is Sarah. He had four brothers and five sisters, named George, William, Benjamin, Philip, Anne, Catherine, Sophia, Hetty and Maria.  He was the second oldest of the ten children.
