William was born on February 23rd, 1802 in Hagerstown, Washington County, Maryland.1   William's father was George W. Rizer and his mother was Margaret "Peggy" Ambrose.  His maternal grandfather was William Henry Ambrose and his maternal grandmother is Sarah. He had four brothers and five sisters, named Jacob, George, Benjamin, Philip, Anne, Catherine, Sophia, Hetty and Maria.  He was the fifth youngest of the ten children.
