Albert was born about 1871 in Neath, Glamorgan, Wales.  Albert's father was Richard Keagle and his mother was Caroline Smith. He had four brothers and four sisters, named George, Richard, Jessie, Reuben, Ann, Ellen, Charlotte and Edith.  He was the fourth oldest of the nine children.
