Jessie was born about 1873 in Bridgends, Glamorgan, Wales.  Jessie's father was Richard Keagle and his mother was Caroline Smith. He had four brothers and four sisters, named George, Richard, Albert, Reuben, Ann, Ellen, Charlotte and Edith.  He was the fourth youngest of the nine children.
