Charlotte was born on July 13th, 1877 in Neath, Glamorgan, Wales.  Charlotte's father was Richard Keagle and her mother was Caroline Smith. She had five brothers and three sisters, named George, Richard, Albert, Jessie, Reuben, Ann, Ellen and Edith.  She was the second youngest of the nine children.
